With the NSW Government's Hunter Hydrogen Hub planning now in an advanced consultation phase and the Port of Newcastle publicly committing to cargo diversification beyond thermal coal, the city's economic pivot is generating comparisons with cities that have been through this before, and sometimes badly.
The timing matters because the pressure is real and accelerating. Global thermal coal demand forecasts have softened significantly through 2025 and into this year, and the Hunter region's employment base, still deeply tied to the coal supply chain through companies operating out of Mayfield and Carrington, is exposed in ways that coastal or services-dominated cities simply are not. The state and federal governments are both spending, but the question being asked by urban economists internationally is whether spending fast enough and in the right places.
What Other Cities Did, and What Newcastle Is Doing Differently
Bilbao, in Spain's Basque Country, is the comparison that comes up most often in academic circles. The city lost roughly 60,000 manufacturing jobs between the late 1970s and early 1990s, then rebuilt around cultural infrastructure, most famously the Guggenheim Museum, which opened in 1997, and advanced services. Pittsburgh, Pennsylvania, shed its steel industry across the 1980s and reoriented around Carnegie Mellon University's robotics and AI research. Neither transition was painless or quick, and both took longer than a decade to register in employment statistics.
Newcastle's situation shares features with both. The University of Newcastle's research investment in the Callaghan campus, particularly in energy systems and materials science, mirrors the Pittsburgh university-led model. The city also has a cultural infrastructure asset in the Newcastle Art Gallery on Laman Street and a growing creative economy centred on the Hunter Street Mall precinct, though that corridor has struggled with vacancy rates that, as of late 2025, remained a concern for Newcastle City Council's urban activation programs.
The hydrogen angle is less like Bilbao or Pittsburgh and more like Gladstone in Queensland or Geelong in Victoria, both Australian industrial cities attempting to use existing port and logistics infrastructure as the physical backbone of a new energy export economy. The Hunter Hydrogen Hub, centred on land near the Port of Newcastle, is designed to leverage exactly that logic: keep the ships coming, change what's in them.
The Numbers Behind the Transition
The Port of Newcastle handled around 166 million tonnes of cargo in the 2023-24 financial year, the overwhelming bulk of it coal. Diversification away from that base is not a short-term project. The NSW Government's Hunter Jobs Alliance and associated programs have flagged targets for new clean energy employment in the region through to 2030, though independent analysts have noted the gap between forecast job creation numbers and what has actually been contracted or committed to date.
By contrast, Geelong, a useful domestic benchmark, recorded measurable growth in advanced manufacturing employment within about five years of the Ford Australia closure in 2016, partly because state government transition funding was deployed quickly and attached to specific employer agreements rather than broad training programs. Newcastle's transition funding through bodies such as the Hunter Jobs Alliance spans a longer horizon, which provides planning stability but also defers the headline employment numbers that give communities confidence the change is actually happening.
Residents in suburbs like Beresfield and Kurri Kurri, towns whose economies are directly tied to mine and rail operations, are watching those numbers closely. So are workers at the Port of Newcastle's Kooragang Island coal terminals, where operational timelines beyond the mid-2030s remain commercially uncertain.
What happens next will depend significantly on whether the hydrogen hub moves from planning documents into ground-breaking announcements before the end of 2026. Proponents point to the existing transmission and logistics infrastructure on Kooragang Island as a genuine competitive advantage over greenfield hydrogen sites elsewhere. Sceptics note that similar confidence was expressed about projects in other states that have since stalled. Newcastle has seen enough boom-and-bust cycles to know the difference between momentum and a final investment decision.
