How Newcastle's Digital Archive Problem Built Up Over Decades, and Why It's Coming to a Head Now
A slow accumulation of duplicate and degraded images across council, university and cultural institution databases has created a backlog that archivists and IT managers are only now beginning to systematically fix.

Newcastle City Council's digital records unit and the University of Newcastle Library are among the regional bodies quietly wrestling with a problem that predates the smartphone era: thousands of duplicate, low-resolution or misidentified images sitting inside public collections, slowing searches, inflating storage costs and, in some cases, presenting the wrong photograph as the authoritative record of a place or event.
The problem did not arrive overnight. It accumulated across roughly three decades of digitisation drives, software migrations and well-intentioned scanning campaigns, each one adding files to repositories that were never properly deduplicated before the next round began.
How the backlog formed
The first major digitisation push in the Hunter region came in the late 1990s, when libraries and local government bodies began converting analogue photograph collections to CD-ROM and early networked drives. At the time, storage was expensive and standards were inconsistent, so institutions scanned images at different resolutions, under different naming conventions and with varying degrees of metadata. When those files were later migrated to new systems, and migration happened at least twice for most councils as software vendors changed platforms through the 2000s and 2010s, copies multiplied without anyone systematically checking for overlap.
Newcastle's own cultural infrastructure compounded the issue. The Newcastle Museum on Workshop Street, the Hunter Street branch of the Newcastle Region Library, and the state-funded collections held at the Customs House precinct all developed digitisation programs largely in parallel rather than in concert. Each institution had legitimate reasons for building its own repository, but the result was a distributed landscape where the same historical photograph of, say, the BHP Steelworks closure in 1999 could exist in four separate databases under four different filenames with four different rights-clearance notes attached.
A 2023 review of digital asset management practices across NSW local government, commissioned by the NSW State Archives and Records Authority, found that councils on average held duplicate image rates of between 18 and 34 per cent across their active media libraries. That figure does not account for files migrated into archival cold storage, where duplication rates are generally assumed to be higher. Newcastle City Council has not publicly released its own internal audit figures.
Why 2026 is the pressure point
Several forces have converged to make the issue harder to ignore this year. The University of Newcastle's $230 million NUspace precinct, which opened progressively from 2024, consolidated several faculty collections and forced a reckoning with assets that had been sitting on departmental drives for years. The university's library services team has been working through a structured deduplication and image replacement program since early 2025, replacing corrupted or low-quality master files with higher-resolution versions where originals can be sourced.
Separately, the Hunter Region's push to document its coal industry transition for posterity, coordinated partly through the Hunter Joint Organisation and partly through community history groups based in Cessnock and Maitland, has generated a new wave of digitised material arriving into existing collections that were already overloaded. Photographic records from the Liddell Power Station closure in 2023 alone ran to tens of thousands of files from multiple contributing organisations.
The practical consequences are not trivial. Archivists spending time manually checking whether a newly submitted image is already held, at whatever resolution, cannot spend that time on cataloguing, rights clearance or public access work. Storage costs for redundant files, while individually small, add up across a region-wide collection running into the millions of assets.
For institutions working through this now, the recommended approach involves three steps: running automated hash-matching software to flag pixel-identical files for immediate removal, manually reviewing near-duplicates where resolution or crop differs, and then systematically replacing retained low-quality images with the best available version from all contributing sources. Several open-source tools, including those used by the Europeana cultural heritage network, are already in use at institutions similar in scale to Newcastle's public collections. The work is unglamorous, methodical and, archivists will tell you, genuinely overdue.
