Fixing a corrupted image archive is not a single task. The automated phase is fast and relatively cheap. The human review phase is not. Industry benchmarks for archival remediation projects of this complexity suggest reviewing and tagging a single image can take anywhere from two to eight minutes when context research is included, meaning an archive of 80,000 flagged images represents thousands of staff hours. Council has not publicly disclosed the cost or timeline of its current audit contract.
